Dear Prime Minister Carney and Public Safety Minister Anandasangaree:
I am writing in support of the June 11, 2026, Open Letter submitted by the Canadian Coalition for a
Foreign Influence Transparency Registry (FITR Coalition) and the Human Rights Action Group (HRAG),
endorsed by 33 multicultural community, human rights, diaspora, and public policy organizations from
across Canada.
I wanted to convey my full support for the concerns raised by these organizations regarding the
continued delay in fully implementing the Foreign Influence Transparency and Accountability Act (FITAA).
It has now been two years since Parliament passed Bill C-70, recognizing the urgent need to strengthen
Canada's ability to address foreign interference and transnational repression.
Throughout the parliamentary study of Bill C-70 and the subsequent public discussions on foreign
interference, Canadians from diverse communities have courageously shared their experiences of
intimidation, harassment, coercion, and other forms of foreign state interference. Their testimony
underscored the importance of establishing effective mechanisms to promote transparency,
accountability, and public confidence in Canada's democratic institutions.
While I appreciate the consultation process on the proposed regulations and the government
has finally taken steps to nominate Mr. Anton Boegman to serve as Foreign Influence Transparency
Commissioner; however, the prolonged delay in finalizing the Commissioner's appointment and bringing
the Registry fully into operation has generated alarm among affected communities and civil society
organizations and is deeply concerning.Recent reports regarding foreign interference activities targeting Canadian democratic institutions and
communities serve as a reminder that these threats have not disappeared. At a time when Canada faces
evolving challenges to its democratic processes, it is essential that the tools authorized by Parliament be
fully implemented and operational expeditiously.
I therefore call on your government to take immediate action to:
1. Finalize and publish the regulations required under the Foreign Influence Transparency and Accountability Act as soon as possible;
2. Complete the appointment of Mr. Anton Boegman as Foreign Influence Transparency Commissioner without further delay;
3. Ensure that the Office of the Commissioner and the Office of the National Counter Foreign Interference Coordinator are adequately resourced to fulfill their mandates effectively;
4. Continue to strengthen engagement with impacted communities and civil society organizations in order to build trust, improve awareness, and enhance Canada's response to foreign interference and transnational repression; and
5. Engage experts and other jurisdictions (i.e., the CitizensLab, Taiwan) with experience and expertise in combatting mis/disinformation campaigns and fully resource similar public education initiatives.
The successful implementation of FITAA along with robust and meaningful public education measures
are critical to safeguarding Canada's democracy, protecting vulnerable communities, and strengthening
public confidence in our institutions. Parliament acted with broad recognition of the seriousness of
foreign interference threats with urgency two years ago, and Canadians rightly expect the measures
adopted through Bill C-70 would be fully implemented by now.
In this time where a referendum question is unfortunately being seriously advocated for by the
Government of Alberta, expert reports indicate that Canada's democratic institutions and sovereignty is
being targeted by Russia and the US with disinformation and MAGA Influencers. In addition, the data
breach that compromised the privacy of three million Albertans are reportedly related to those behind
the separatist movement.
On May 9th, 2026, the Director Daniel Rogers, Canadian Security and Intelligence Service affirmed that
the referendum in Alberta is vulnerable to foreign interference. The real threat of foreign interference in
Canada's internal affairs raises the stakes and potential consequences of inaction.
I look forward to your government's prompt action to ensure the Foreign Influence Transparency and
Accountability Act is fully operational to ensure all Canadians are protected from foreign interference.
